      In 2000 Bradford Council established a strategic partnership for the provision of school-focused educational services. This involved the procurement of a direct service provider who would work in partnership with and under contract to the Council. The contract was awarded to Serco which took up its responsibilities in the contract under the name of Education Bradford in July 2001. It is a ten year contract and the largest of its type in Europe.

Education Bradford is one part of a strategic partnership for education in Bradford. The other partners are the Council and schools.

      Croydon has nearly 90,000 children and young people, being the largest population of children and young people of any London borough, and their proportion in the total population also make it a comparatively ‘young’ borough. Just over 54,000
children and young people are of school age 5-16.
      The borough is very diverse ethnically, and also includes a significant number of refugees and asylum seekers. Thirty-nine percent of children and young people are from Black and Minority Ethnic groups - with this varying by age group from 35% at ages 16- 17 to 45% at ages 0-4.

Although Croydon is ranked 21 out of 33 London boroughs and better off than most in terms of deprivation (according to standard indicators), within the borough there are very varied deprivation levels. Some areas have low levels of disadvantage, whereas other wards are amongst the most deprived in England and Wales.

There are specific issues that influence priorities in Croydon. These include the rates for teenage pregnancy and school exclusions which are particularly high – although both are improving.

      Barking and Dagenham is reforming the way it designs and delivers services for residents through the &apos;One Barking and Dagenham&apos; programme. 
      <![CDATA[As Chief Executive Rob Whiteman puts it, "What One B&D gives residents is a holistic approach to services – we provide a range of services to customers together rather than individually. This means we need to innovate and join services up where appropriate. For example when a domestic violence incident is reported; then the Police, paramedic, 
social worker and domestic support officer all turn up and work together to 
help the person, rather than individually."

      The Paul Hamlyn Foundation is one of the larger independent grant-making foundations in the UK.

It makes grants to organisations which aim to maximise opportunities for individuals to experience a full quality of life, both now and in the future. In particular PHF is concerned with children and young people, and others who are disadvantaged.
      PHF prefer to support work which others may find hard to fund, perhaps because it breaks new ground, is too risky or is unpopular.

PHF also take initiatives itself where new thinking is required or where they believe there are important unexplored opportunities.

      The Private Equity Foundation (PEF) is a leading venture philanthropy fund which works with carefully selected charities to empower young people to reach their full potential.  Its investments address the NEETS (young people not in education, employment or training) issue and include not just money but also pro bono expertise from the private equity community.
      By sharing its members’ business skills, PEF can maximise the social return on its donors’ investments and help charities achieve a step change in their impact to ensure even more young people benefit.    

Since its creation in 2006, PEF has secured the backing of over 70 private equity firms and their advisers, including banks, law firms, accountancy firms, consultants and search firms.  It has raised £11 million and engaged volunteers from over 20 firms to work in areas ranging from strategic planning and business management to helping in an adventure playground.

To date, PEF has invested in 11 UK charities, one in Kosovo and one in Germany.

      In 1997, local government came together and created the Local Government Association to be its voice in the national arena.       The third sector is teeming with great ideas, but too few of them change the world. Innovators, investors and commissioners often lack each other’s phone numbers and the capacity and incentive to collaborate. As a result, innovations get a start, but struggle for the connections and resources to sustain or scale. Innovation Exchange exists to tackle this problem, bringing people together to grow third sector innovation.
      <![CDATA[In the past, support for third sector innovation has been too centralised, politicised and passive. In contrast, the Innovation Exchange works as an honest broker,
<ul><li>surfacing opportunities for innovation;</li>
<li>helping innovators, investors and commissioners to connect around them;</li>
<li>and actively supporting groups to collaborate, develop and grow innovation</li></ul>

Innovation Exchange provides both a vehicle for innovation and fuel for innovation. Through events and online exchange, it enables people to come together around opportunities to innovate. Through work like the Festivals of Ideas, and through its website, it is already sparking connections that strengthen innovation and draw new resources into the third sector. It also provides direct support for the very best of third sector innovation, through advice and facilitation and access to a £200k NESTA Innovation Exchange Fund. This programme enables innovators to develop, evaluate and grow their work.]]>
